Alexandria, VA, Aug. 26, 2026—FedLearn, an artificial intelligence-powered provider of adaptive online learning solutions delivering content contextualized to federal government mission areas—particularly in the U.S. Department of War and Intelligence Community—announces the addition of Rachel Grunspan, former chief technology officer of the Central Intelligence Agency’s learning enterprise and dean of CIA’s Digital University, to the company’s board of advisors.
Grunspan retired from the CIA after a 25-year career spanning game and crisis simulation design, cyber-threat analysis and senior executive leadership. She led the agency’s transformation of intelligence education from a classroom-based model to an on-demand, scalable service—and founding the AI Learning Center and Digital Leadership Center. She also led the creation of CIA’s first digital acumen strategy, served as Intelligence Community director for Augmenting Intelligence using Machines and, in her final assignment at CIA, led a broad innovation effort in human-machine teaming for intelligence.
Grunspan is the founder of Playable Reality, a practice focused on human-machine teaming, crisis simulation and strategic gaming—helping leaders stress-test decisions, model human behavior and design the “human layer” of increasingly autonomous systems.
She is a recipient of the Presidential Rank Award (Meritorious) and co-author of the 2007 Office of the Director of National Intelligence Galileo Award-winning paper, “A National Security Simulations Center,” and co-author of The Computer Book, a history of 250 milestones in computer science. She received her Master of Science in Information Systems from the London School of Economics and her Bachelor of Arts in Politics from Brandeis University.
“FedLearn is thrilled to welcome Rachel Grunspan to our board of advisors,” said Dr. J. Keith Dunbar, FedLearn founder and CEO. “Throughout her distinguished career at the CIA, Ms. Grunspan helped shape how one of the world’s premier intelligence organizations prepares its workforce for an increasingly digital and AI-enabled future. Her deep Intelligence Community expertise and leadership in AI innovation will be invaluable as FedLearn continues to advance workforce readiness across the Intelligence Community.”
